![]() | KCSC’s Executive Director, Ji-Young Cho, holds a master’s degree in Family Studies from Seoul National University, Korea and a doctoral degree in Public and Community Health from the University of Maryland in College Park. Dr. Cho has an advanced-level skill set in public health policy, program planning, and evaluation. She has extensive experience with serving the Korean community and more than 15 years’ experience managing and sustaining various projects successfully. Dr. Cho joined KCSC in 2008 and worked previously as KCSC’s Director of Programs. She became KCSC’s 6th appointed Executive Director in August, 2010. Dr. Cho provides administrative and financial oversight to the organization and overall programmatic supervision. In 2011, Dr. Cho was selected by the Korea Times (one of the most influential Korean newspapers) as one of the “Korean 30,” for her selfless contribution to society and outstanding performance in the field of health and human services. |

Jai Hoon Jung joined KCSC in November 2006 as the Administrative and Financial Specialist, responsible for all day-to-day administrative and financial matters for the agency. In July 2017, Mr. Jung was promoted to the position of Director of Finance. Mr. Jung holds a Master in Network and Communication Management with a concentration in Project Management from the Keller Graduate School of Management. |
![]() | Leah Clark joined KCSC in September 2020 as a Financial Assistant, supporting daily financial tasks. In July 2023, Ms. Clark was promoted to the position of Financial Coordinator. She has a bachelor’s degree in Accounting and prior to working at KCSC, she was a CPA assistant and a banker. She also has over 7 years of experience as an interpreter, which has helped her understand the difficulties and struggles many immigrants face. In her free time, she enjoys playing the piano and spending time with her family. |
![]() | Kate Hilton-Hayward joined KCSC in May 2014 as the Director of Development, having previously served as a consultant to the agency since 2006. Ms. Hayward has worked in the field of U.S. immigrant and refugee integration for more than thirty years including over fifteen years with the U.S. Committee for Refugees and Immigrants. Ms. Hayward is responsible for leading KCSC’s advancement program as adopted by the Board of Directors. In addition, she designs, implements, and manages all fundraising activities, public relations, and marketing plans for the agency. Ms. Hayward was educated at Cheltenham Ladies’ College in England and Barnard College, Columbia University in New York City, where she received her Bachelor of Arts in Art History and Studio Art. In 2017, she graduated summa cum laude from the University of the District of Columbia with a Bachelor of Science in Psychology. |
![]() | Hayoung Yun joined KCSC as the Communications and Marketing Coordinator in July 2026. She is responsible for supporting internal and external communications, organizational marketing, outreach, and digital engagement efforts. She assists the Development Department with content creation, website management, promotional materials, and sharing KCSC’s programs, events, and impact with the community. Ms. Yun earned her Bachelor’s degree in Global Affairs from George Mason University with concentrations in Global Inequalities & Responses and Global Governance, along with a minor in Government Analytics. Through her experiences supporting university departments and community-focused organizations, she has developed skills in communications, event planning, research, and visual design. She is passionate about using creative and accessible communication strategies to connect diverse communities and advance mission-driven work. Outside of work, Ms. Yun enjoys traveling, exploring different cultures, and reading dystopian novels. |

She has held leadership and administrative roles where she managed HR Operations, coordinated cross-cultural projects, supported grant compliance and strengthened organizational systems. Stephany is passionate about serving people, building strong teams, and advancing initiatives that make a meaningful impact. She holds an M.A. from Ewha Womans University, Graduate School of International Studies and a B.A. from American University, School of International Service. Outside of work, Stephany enjoys volunteering, exploring museums, learning about different cultures through travel and spending time with friends and family. |
![]() | Daehyeon (Dan) Choi joined KCSC in February 2016 as a Social Services Coordinator. In July 2018, Mr. Choi was promoted to the position of Social Services Division Director. He is primarily responsible for overseeing social service division programs, including social and immigration services, job readiness program, and housing counseling program. Mr. Choi also leads KCSC’s Benefits Enrollment Center (BEC), which helps low-income seniors and persons with disabilities find and enroll in all available benefits programs. Mr. Choi also holds a certificate in Geographic Information System (GIS) and has experience working with database analysis. |

He holds a degree in Economics from the University of Maryland and brings a broad range of client-focused experience from various business settings to excel as a Social Services Coordinator. Mr. Lee has a strong commitment to community outreach, demonstrated by his leadership in numerous volunteer initiatives and mission programs. He primarily serves at the Columbia, MD, branch, where he continues to make a positive impact on the community. |

Eun (Grace) Young Lee joined KCSC in July 2022 as a Social Services Coordinator, primarily working at KCSC’s Gaithersburg branch. Ms. Lee is mainly responsible for social services focusing on the needs of Koreans in Montgomery County, Maryland. For more than ten years prior to joining KCSC, she worked as an administrator in senior healthcare management and as a public school teacher in Korea and China. Ms. Lee holds a bachelor’s degree in Early Childhood Education from Ewha Womans University in Seoul, South Korea, and a master’s degree in Art History from the Graduate School of Ewha Womans University in Seoul, South Korea. She is currently pursuing a Master’s degree in oriental medicine from Virginia University of Integrative Medicine. She enjoys playing golf and hiking with her family in her free time. |

Ingook Park joined KCSC in February 2020 as a Social Services Coordinator for the Housing Program. As a HUD-certified housing counselor, Ms. Park helps clients access affordable housing, including government subsidized senior apartments, and starts the first time homeownership process through needs assessment and budget/financial analysis. In addition, she facilitates the Virginia Housing Homebuyer Education class and various workshops to enhance financial literacy and housing stability. Ms. Park chose to work in this field because she felt that assisting clients in improving their quality of life in America would be meaningful work. For relaxation, Ms. Park enjoys hiking, playing tennis, and reading. |

Qiran brings a blend of expertise and compassion to her role as a Social Service Coordinator at KCSC, having joined the team in March 2024. With a master’s degree in hospitality from the International College of Management Sydney, Australia, she is well-equipped to address the needs of the Chinese community in Maryland. Having amassed experience across diverse industries and actively engaging in church activities, she refined her skills and fostered a passionate commitment to community service. In addition to her professional qualifications, she is certified in CPR & AED and can serve as a gatekeeper for QPR emergency mental health intervention. Outside of work, Qiran finds fulfillment in spending time with her family, indulging in music, and caring for animals. Motivated by a profound longing to create meaningful change, Qiran approaches her position at KCSC with empathy, unwavering dedication, and a sincere commitment to uplifting and empowering the Chinese community. |

Yoona Park joined our team as a Social Services Coordinator in June 2025. Since moving to the U.S. in 2018, she has worked at a global remittance company and a Korean trade-related public organization, gaining experience in customer service and international coordination. These roles strengthened her understanding of diverse communities and deepened her commitment to helping others. With a background in French and Library & Information Science, she developed strong communication and information management skills that continue to support her work. Known for her warm and positive personality, she is a great listener who enjoys connecting with people. She loves traveling and learning about different cultures, and also enjoys staying active through various sports, including golf. |

She conducts client intake and benefits screening, assists with social benefit applications, and provides ongoing case management to help clients access essential services and resources. With an academic background in Public Administration from John Jay College of Criminal Justice, City University of New York, Ms. Lee brings a strong foundation in service eligibility, documentation standards, and program accountability. She previously supported American Sign Language and Communication Access Realtime Translation service operations, helping coordinate accessibility services for individuals with hearing loss and communication barriers, many of whom belong to vulnerable and underserved populations. This experience continues to inform her detail-oriented approach and strengthens her commitment to client advocacy and equitable access to services. |

Hyun Sun Park joined KCSC in January 2018 and was promoted to the Director of Health Services in July 2022. Ms. Park has had an 18-year career as an editor of a wide variety of publications, including magazines, newspapers, and books. She also developed her career as a marketing director in a large Korean publishing company. Now Ms. Park has proudly chosen to commit her time to helping Korean community members, focusing particularly on promoting Asian Americans’ healthy life and health equity. She is primarily responsible for overseeing all health division services, including community clinics in VA and MD, mental health and psychiatric services, vaccine hesitancy outreach and education,and the CDC REACH (Racial and Ethnic Approaches to Community Health) program. Ms.Park also oversees KCSC’s youth empowerment services. |

Misuk Hare has happily returned to KCSC in April 2024 as the Health Programs/Volunteer Coordinator to assist the Asian American community. Misuk Hare was with KCSC from 2017 to 2021 as a Victim Services Coordinator and Health Project Coordinator, providing primary health services, dental services, annual health fairs, heart screenings, arranging Hepatitis B and C education seminars, and exercise classes. Ms. Hare earned a Bachelor’s degree in Health Administration. Prior to joining KCSC, she worked as a parent liaison and interpreter in Fairfax County Public School for 10 years. While she enjoys working at KCSC, she also finds time to volunteer at the Grace Community Clinic. In her spare time, Ms. Hare enjoys spending time with Cooper (her baby dog), hiking, and traveling. |

Kwangsuk Hutchinson joined KCSC in February 2024 as a Mental Health Coordinator/Counselor. Ms. Hutchinson holds an M.A. in Marriage and Family Therapy and credentials as a Pre-Licensed Professional, Qualified Mental Health Professional-Adult (QMHP-A) in the state of Virginia. She is also a Certified Imago Relationship Therapist (CIRT), as well as a certified facilitator of the Prepare/Enrich program. Ms. Hutchinson provides counseling for individuals, couples, and families and she also coordinates KCSC’s mental health services, connecting clients to other mental health care providers as needed. |

Nara Lee joined KCSC in September 2023 Mental Health Coordinater but was quickly promoted to Health Services Manager for the CDC REACH (Racial and Ethnic Approaches to Community Health) program. Ms. Lee assists our community members in attaining their full potential for health and well-being by promoting health equity regardless of ethnicity or racial background. Ms. Lee earned a Master’s degree in Health Science – International Health from Johns Hopkins Bloomberg School of Public Health while focusing on the cost-effectiveness of vaccines, disease prevention, and community engagement. In her academic years, Ms. Lee engaged in research projects regarding Cost-Effectiveness of Disease Treatments and the Encyclopedia of Violence, Peace, and Conflict. She has two years of experience in the business/IT field and has now proudly chosen to commit to her career as a health professional. By removing healthy barriers and closing the health equity gap, her goal is to ensure everyone in our society is able to reach their full capability. |

Xiaoli Li joined KCSC in February 2020 as a Health Coordinator and was promoted to Health Services, Senior Coordinator in 2023. She is currently responsible for the CDC REACH (Racial and Ethnic Approaches to Community Health) program, where she contributes to developing and implementing strategies to address health disparities and promote community well-being. Xiaoli earned her Master’s in Sports Management from George Mason University in 2018. She is a certified personal trainer (ACE), running coach (RRCA), and specialist in Functional Fitness, Weight Management, and Fitness Nutrition. With over 20 years of athletic experience, she channels her passion for sports into empowering others to achieve their health and fitness goals. Her extensive background in sports education, combined with her dedication to community health, drives her efforts to create meaningful, lasting change. |

Samuel Wilson joined KCSC in April 2024 as a Health Services Coordinator for the REACH team to assist our community members in attaining their full potential for health and well-being by promoting health equity regardless of ethnicity or racial background. He studied conflict analysis and resolution at George Mason University Korea and finished his bachelor’s degree at the Northern VA campus of George Mason University. Xingxing Liu is an accomplished healthcare professional with a Master of Public Health from the University of Tennessee, Knoxville, and a Bachelor of Science in Pharmacy from Wuhan University. Esther (Hayeon) Kim joined KCSC in 2024 as the Program Coordinator for the NextGen Program, supporting Korean American youth and young adults through community building, mentorship, and culturally responsive health outreach. She completed her Master’s in Public Health in Biostatistics at the George Washington University (GW), and previously earned a B.S. in Biology from SUNY Binghamton, where she conducted undergraduate research on biofilms. Her work spans community-based research, survey design, and data management focused on cancer screening and health equity. Previously, Esther served as a Graduate Research Assistant at GW’s I-CHARM Lab and coordinated volunteer-driven health fairs and youth leadership activities across the DMV. She brings experience in program design, evaluation, and bilingual engagement, and is committed to advancing inclusion and belonging while expanding pathways to education, careers, and well-being for immigrant families. |
![]() | Jaehee Nam is dedicated to improving access to mental health and community resources for individuals and families. Since moving to the United States in 2007, she has actively served the Korean American community, supporting individuals facing emotional, relational, and life challenges while helping them navigate available services and resources. With a strong passion for supporting the next generation and strengthening families, Ms. Nam pursued graduate studies in Educational Psychology and Counseling and is currently continuing her doctoral studies in counseling. Her academic training, combined with years of community engagement, enables her to provide culturally responsive support and resource navigation for individuals and families. At KCSC, Ms. Nam works closely with clients to assess their needs and connect them to appropriate mental health and community resources, providing support throughout the referral process. She also builds partnerships with community organizations and healthcare providers to expand access to culturally and linguistically responsive care. Through compassionate, client-centered support and strong community connections, she helps individuals and families access the services they need to thrive. |

She leads a dedicated team that supports immigrant communities through the social services department, always centering cultural and linguistic sensitivity. Before stepping into this role, Ms. Park managed the Victim Services Team, where she walked alongside survivors of domestic and sexual violence with trauma-informed care and compassionate advocacy. She also contributed to the Religious Leaders for Healthy Families research project with the University of Georgia. With over two decades of social work experience in both Korea and the United States, Ms. Park has supported individuals with disabilities, seniors, youth, and families facing poverty. Her journey reflects a steady commitment to dignity, justice, and the empowerment of those often overlooked. She earned her Master of Social Work degree in Korea and is currently continuing her studies in the MSW program at Virginia Commonwealth University to deepen her clinical expertise. At the heart of her work is a belief in walking with people through their challenges, fostering resilience, and creating spaces of hope and healing where every person feels seen and valued. |

Through her professional and academic work, she is exploring how people and communities can engage in challenging conversations with greater openness and move toward meaningful change. As a 1.5-generation Korean American, she is committed to reducing the cultural, linguistic, and institutional barriers that immigrant victims/survivors may encounter when seeking safety and support. Haley Huang joined KCSC in April 2016 as a Home Sweet Home (HSH) Coordinator, providing healthy relationship and parenting education for Chinese community members. In May 2023, she was promoted to be a Senior Coordinator of the HSH Project. In July 2024, she began her work as a Victim Services Coordinator. Ms. Huang is a licensed marriage and family counselor (licensed in China). She is a certified Mastering the Mysteries of Love (MML) Facilitator, a certified Prepare/Enrich Facilitator, and is certified by the Gottman Institute in Level 1 and Level 2 of the Gottman Method Couples Therapy. She also recently completed certificates in The Satir Process and Satir Fundamentals. In addition, Ms. Huang is a certified Positive Discipline Parent Educator and a certified facilitator of the VA court-ordered co-parenting class. Ms. Huang received an MBA degree from the University of Northern Virginia in 2004. Before immigrating to the United States in 2015, Ms. Huang worked at a Fortune Global Top 200 health insurance company in China for more than 20 years, serving as a Regional General Manager, responsible for managing and supervising a team of more than 100 people. While there, she also won the National Elite Award. Her love for education, learning, and taking on new challenges resulted in her obtaining the globally recognized PMP® certification in 2021. Highly recognized within the Chinese community, Ms. Huang actively participates in community volunteer activities and leads monthly reading clubs. |

Rachel Liu joined KCSC in January 2020, contributing to the Asian American Sexual Assault and Dating Violence Programs in the Family Services. In 2023, she became the Maryland Branch Manager and also the Manager of Chinese Victim Services Programs. With a rich academic background in sociology, social work, and psychology, Ms. Liu is deeply connected to the Chinese community. She is passionately dedicated to supporting its members through her work at KCSC. Ms. Liu earned her doctorate from Beijing University and was a professor in Beijing, teaching sociology and social work for many years. An accomplished author, she has published over a dozen books and numerous papers on women’s rights, children’s education, and internal migration in China. |

Ms. Kim joined KCSC in July 2025 as a Victim Services Coordinator. In this role, she walks alongside individuals who have experienced domestic violence and sexual assault, offering not only practical support like case management and legal resource guidance but also a compassionate presence and emotional advocacy during some of the most difficult times in their lives. Before returning to KCSC, she built a unique and well-rounded career across both the private and public sectors. She worked as an Accounting Specialist at an intellectual property law firm and later as a Contracting Specialist with the U.S. Air Force, where she developed a strong foundation in federal procurement and operational systems. She holds a Bachelor’s degree in Economics from the University of Maryland, College Park. With her analytical background and personal dedication, she is passionate about supporting immigrant communities and advocating for those whose voices are often unheard. In her free time, she enjoys exploring new places through travel, staying active through sports and exercise, and finding small moments of joy in everyday life. |

![]() | Miyoung Kim joined KCSC in July 2026 as a Victim Services Coordinator, supporting individuals affected by domestic violence and sexual assault by providing direct services and offering compassionate support as they work toward safety and healing. Before joining KCSC, Miyoung built her career in higher education in both South Korea and the United States. She supported individuals from diverse backgrounds by coordinating language programs and grant-funded programs, managing administrative operations, and helping students access campus resources and services. She also worked in banking, where she assisted customers in resolving financial concerns and finding solutions that best met their needs. Throughout her career, Miyoung has enjoyed helping others, building meaningful relationships, and working with people from diverse cultural backgrounds. She believes that listening with empathy and providing practical support can make a meaningful difference in people’s lives. Outside of work, Miyoung enjoys gardening, visiting museums, and starting her mornings with a cup of coffee while listening to the peaceful sounds of birds. |
![]() | Heesun Lee earned a degree in Counseling Psychology in South Korea and has worked as both a counselor and a clinical psychologist, supporting individuals from diverse backgrounds through their personal growth and healing journeys. She is licensed as a Clinical Psychologist and a Youth Counselor in South Korea and is committed to helping individuals recognize their strengths, build resilience, and live more fulfilling lives. Heesun Lee believes that every person has inherent worth and dignity. Because we are all connected, the well-being of each individual has a meaningful impact on others. She also believes that healthy, supportive communities play a vital role in fostering emotional wellness and helping individuals thrive. Guided by these values, Heesun strives to provide a safe, compassionate, and welcoming space where individuals feel heard, respected, and empowered. She is passionate about strengthening communities by supporting each person’s unique journey toward healing and growth. |
